HOW DO I PAY FOR AN ABORTION?

Paying for abortion - costs related to medical care
In the state of California, abortion is covered by health insurance, including through Medi-Cal for people with low incomes. Anyone can apply for Medi-Cal when they are pregnant, regardless of immigration status (please see the next section Medi-Cal Insurance for more information).

Medi-Cal Insurance
Medi-Cal is California's health care insurance for lower income people. You can apply for Medi-Cal benefits regardless of sex, race, religion, color, national origin, sexual orientation, marital status, age, disability, veteran status, or immigration status if you are age 50 or older.

Get help applying for free or low-cost coverage through Community Health Outreach Initiative (CHOI)
https://www.abortionfinder.org/

Note: Applying for Medi-Cal benefits as an immigrant, with or without legal status, will NOT harm your ability to apply for immigration status changes in the future.

Paying for an abortion with private health insurance
California law requires most private health insurance plans to cover abortion services without a co-payment, deductible, or any type of cost-sharing. If you have private insurance, check with your healthcare plan because if the insurance’s primary base is not located in California, then abortion coverage may vary by the state’s laws.

Other Support for Paying for Abortion
Accessing abortion often involves costs beyond the cost of medical care. Abortion funds are private organizations that can help cover the cost of an abortion, as well as covering out-of- pocket, “logistical” or “practical support” expenses including transportation, lodging, meals, childcare, translation services, abortion doulas, and more, as well as the cost of the abortion (both for Californians as well as for people coming from out of state). Abortion funds do not check for immigration status or proof of citizenship.

BEWARE OF MISLEADING INFORMATION

Reproaction lists anti-abortion fake clinics in the United States that oppose abortion, shame abortion care, or promote alternatives to abortion. Please find the list here.

Crisis Pregnancy Centers (CPCs), also known as Pregnancy Resource Centers, are privately run places that look like health care clinics but are often not staffed by medical providers. In California and throughout the nation, they are more common than clinics that perform abortion. They are often located very close to real abortion clinics. Online, it is easy to think they are abortion clinics unless one reads the fine print. It can be difficult to tell whether a particular clinic is a medical clinic or a CPC, so please see our CPC fact sheet here.

CPCs are usually run by religious organizations and offer pregnancy testing, ultrasounds, and supplies for pregnant parents and infants, for free or in exchange for clients taking classes. Some CPCs in California offer more comprehensive health services. However, rather than provide patients with accurate information about pregnancy termination so that people can make their own decisions, their aim is to discourage women from seeking abortion. CPCs across the U.S. often provide clients false medical information.

In California, Attorney General Rob Bonta issued a consumer alert warning Californians seeking reproductive health services about the limited and potentially misleading nature of the services provided by crisis pregnancy centers. Californians who believe they have been the victim or target of deceptive, misleading, unfair, or unlawful conduct should immediately file a complaint at oag.ca.gov/crisis-pregnancy-center-complaint.

If you are considering abortion and want to receive high-quality, medically accurate counseling or medical care, be sure make an appointment with a reputable, licensed health care agency, like the ones listed in this resource.

Abortion is a Public Health Issue: Achieving Access and Equity

This presentation from the Los Angeles County Department of Children and Family Services explains reproductive health rights for California youth in systems of care.

About Us

On June 24th, 2022, the U.S. Supreme Court decided the case Dobbs v. Jackson Women’s Health Organization, overturning Roe v. Wade in a 6-3 decision. Roe v. Wade had constitutionally protected the right to abortion for nearly half a century, but the Dobbs decision effectively rendered abortion illegal in many states in the United States.

However, Abortion remains legal and protected in California and in Los Angeles County. The County of Los Angeles and the Department of Public Health are committed to ensuring people have the access they deserve to all needed health services, including abortion care, so they may live full and healthy lives.

In January 2022, the Supreme Court was considering the Dobbs case, and in September 2021 had already allowed a Texas law (SB8) to go into effect that essentially banned abortion in that state. Aware of the impending threat to reproductive rights and justice nationwide, the Los Angeles County Board of Supervisors commemorated the 49th anniversary of Roe v Wade with a Board motion that mobilized the County to ensure all people in LA County had access to quality reproductive health care services, leading to the creation of the Abortion Safe Haven Pilot Project. The Abortion Safe Haven Project consists of a network of county agencies; nonprofit, academic, and business partners; reproductive health, rights, and justice advocates; and health care providers committed to ensuring safe access to reproductive care for everyone in LA County and those coming to LA County, including all under-resourced and marginalized people with the capacity for pregnancy.

The California legislature and governor have taken major steps to protect abortion access in the state, including funding the LA County Abortion Safe Haven Pilot Project. For a thorough list of abortion-related legislative efforts and successes, see the Future of Abortion Council.

If you or someone you know need resources to access an abortion, and you need more help, you can email AbortionLAC@ph.lacounty.gov.
