- What is the difference between Board and Care Faciities and
Intermediate Care Facilities for the Mentally retarded?
- Answer: Group homes, Board and Care Facilities are licensed by the Department of Social Services Community Care Department and not Health Facilities Division (HFD). The only category of group home that HFD has oversight responsibility are Intermediate Care Facilities for the Developmentally Disabled (Habilitive/Nursing) and Hospice Facilities.
