Community Health and Safety Plan (CHSP) Background
In May 2025, the Los Angeles County (LAC) Board of Supervisors (Board) passed a motion directing the Department of Public Health to collaborate with other County departments to update recommendations for local health and safety protections for oil and gas operations in unincorporated LAC. This Board motion was issued as the LAC Department of Regional Planning is revising the Title 22 Oil Well Ordinance to prohibit new drilling and phase out existing oil extraction operations.
In a report back to the Board in September 2025, Public Health recommended that oil and gas operators create and publicly share Community Health and Safety Plans (CHSPs). These plans are designed to provide people with clear, accessible information about oil and gas operations near their communities.
CHSP
The CHSP is a tool to improve communication by oil and gas operators to nearby communities. The information in the CHSP can help empower community members to take action on potential health and safety risks related to oil and gas facilities.
The CHSP includes information about:
- An overview of the activities conducted on site.
- Hazards and potential risks for the community.
- Mitigations in place to protect public health and safety.
- What will happen in case of an emergency.
- Who to contact with questions or concerns.
Seeking Feedback on the CHSP Template
Public Health is currently gathering feedback on the CHSP template, which is being proposed to be included as a requirement in the updated Oil Gas Ordinance. Feedback from community members and partners will help to inform details on the draft CHSP template, for example preferred formats to receive information about oil and gas activities.
