FLEX Card Program

The FLEX Card Program ran from September 2024 through February 2025. Email FLEXcard@ph.lacounty.gov to be added to the listserv where emails will be sent if the program opens again in the future.

  • Emergency Rental Assistance for People with HIV (PWH)
    English|Español|Khmer

    Apply for up to $5,000 over a 12-month period to prevent eviction. For PWH living in LA County that are not currently receiving any other form of emergency financial assistance.

  • Food Assistance: Information on CalFresh, WIC, and Senior Meals.
  • Cash Assistance/Public Benefits:Multiple programs offered by Department of Social Services including CalWORKS, General Relief, among others.
  • Utility Bill Assistance:Multiple programs offered by the CA Department of Community Services and Development.
  • Metro Low-Income Fare is Easy (LIFE) Program: Free rides and fare capping.

    Housing Services:
  • Residential Care Facility for the Chronically Ill (RCFCI): Provides 24-hour care services in a non-institutional, home-like environment for PWH who meet certain criteria.
  • Housing Opportunities for Persons with HIV/AIDS (HOPWA): Housing information and resources for people living with HIV in LA County.
  • LA County Coordinated Entry System Access Center Directory: List of call-in or drop-in locations where persons experiencing homelessness can gain initial access to or continue contact with housing and supportive services.
  • LA Homeless Services Authority: Support for people at imminent risk of, or are already experiencing, homelessness.


  • Free Legal Assistance:
  • Inner City Law: Free/low-cost legal services for PWH.
  • Stay Housed LA or LA County Department of Business and Consumer Affairs: Free legal assistance for renters facing eviction and short-term rental assistance.
  • Neighborhood Legal Services: Free legal help for LA County residents.
  • Legal Aid Foundation of LA: Free legal help for people with low incomes.
  • FLEX Card Program

    The FLEX Card Program (Feel well, Live well, Expand options) provides a monthly $400 store gift card to people with HIV every month for six months for basic needs such as groceries, gas, and more. The program aims to help participants improve their ability to access healthcare, achieve financial or housing stability, and secure stable employment, among other critical health or quality of life needs.

    This program is no longer accepting applications. To be notified of potential new opportunities to participate, please email flexcard@ph.lacounty.gov to be added to our FLEX Card listserv.

    Eligibility:

    1. Must be living with HIV,
    2. At least 18 years old,
    3. Resident of Los Angeles County,
    4. Not in any other Guaranteed Basic Income Program.

    Joining the program might impact some public benefits, like SSI, Section 8, CalFresh, WIC, and General Relief (GR). Review this resource and we highly recommend talking to a Benefits Specialist, listed below, who can help you decide whether to apply.
